1. A plan has been proposed to delay the starting age of the national pension from 65 to 70. Although the poverty rate over 65 is 40%, it would be an inevitable choice in a country where population extinction is underway. The national pension will turn into a deficit by 2040 and run out by 2055. This means that the national pension, one of the world's top three pension funds of KRW 1,000 trillion, may disappear in the next 30 years.
2. Korea, which has the 10th largest economy in the world, ranks third in the national pension system. Strangely huge, but few people have any doubts about it. Only Japan and Norway have pension funds in the world that are larger than Korea's national pension. The Norwegian sovereign wealth fund is different from Korea's pension fund because it is financed by enormous amounts of crude oil produced in the Atlantic Ocean. The national pension is actually in the two ranges of the world from Japan's public pension.
3. Except for Japan, other developed countries do not have a national pension system or are poor. Instead, the basic pension system is well-equipped. Like Korea and Japan, the state directly raises funds, not with the money paid by the people. Pension is handled by the Ministry of Economy and Finance, not by the Ministry of Health and Welfare. Pension is the concept of investment for domestic demand, not welfare. The approach itself is different. Usually, pensions are set in proportion to the taxes paid, but unless the state goes bankrupt, they will not be exhausted. This is the difference with us.
4. All governments in Korea have created a false delusion that people can be guaranteed their retirement through the payment of the national pension, and people who lack financial knowledge are faithfully following the irresponsible guidelines without a doubt. Until now, the government has been passing on preparations for retirement to the people, and since the pension fund should not be exhausted, it is constantly trying to delay payment and reduce the amount of pension. When the national pension is depleted, the government may no longer be responsible and may eliminate the national pension itself.
5. Such anxiety over retirement makes young people avoid marriage and childbirth. As the future is uncertain and old age is poor, there is a widespread perception that I will not take responsibility and live alone. Korea's fertility rate is 0.7, which is less than half of the OECD average of 1.6. However, policies to encourage childbirth still fall far short of those of advanced countries, perhaps not knowing the seriousness of the situation. As time goes by, fewer people will pay taxes, fewer national pensions and fewer national fortunes.
6. Korea now needs to move beyond Japan's national pension system and benchmark the basic pension systems of advanced European countries. Pension payments should be made in proportion to the taxes paid by individuals and anxiety factors such as inability to pay and depletion should be removed. Only then can the people's tax resistance be resolved. You can't be happy with a lot of money, but you become unhappy without the least amount of money. The state is obligated to pay the minimum amount of money to its people. This is because the state is a collection of people.
7. So the poster of the national pension fund asking which handle it will hold at age 65 was wrong from the start. Paying the national pension fund alone will never guarantee retirement. The state should no longer lie that a person who paid the national pension well can escape poverty. Now, it is necessary to develop a "basic pension" system in which the government, including the Ministry of Health and Welfare, is responsible, rather than a "national pension" system led by the Ministry of Health and Welfare. Only then will the country's sustainable growth be possible.
